Tram to ReOpen Tomorrow Nov. 30th


Believe it or not the Roosevelt Island Tram (at least one cabin anyway) is set to reopen tomorrow Tuesday, November 30, 2010. We will believe it when we are on it.

Will it Create Parking Spaces out of Thin Air ?


A snippet of the new release about the new parking system. We all know we have a limited amount of parking spaces on the streets of Roosevelt Island and we all know the same cars seem to hog the spaces day to day. Will this make the situation better? I am not wholly sure how this works yet or how it creates more parking spaces but it appears to be another step by RIOC Board Member Jonathan Kalkin to be innovative and bring RIOC and Roosevelt Island into the next century through the use of technology.

SAN FRANCISCO, Oct. 28 /PRNewswire/ -- Streetline Inc. today announced that the Roosevelt Island Operating Corporation (RIOC) will deploy Streetline's sensor-based smart parking solutions on New York's Roosevelt Island, part of the borough of Manhattan. Roosevelt Island is creating new "smart" parking spaces next to Roosevelt Island's subway and historic tramway. The innovative program, which marks Streetline's entry into the East Coast market, aims to help Roosevelt Island better assess its parking management policies, give citizens and visitors a better parking experience, and address traffic congestion.

The new "smart" parking spaces will be outfitted with Streetline's patented parking system which includes ultra-low power sensors that communicate with one another to deliver valuable real-time information, such as how long a caris parked and when a car enters and leaves a parking space. The initialsystem also lays the foundation for smart parking meters allowing for easierpayments and better pricing."


We shall see how the public takes to this as the new system goes into use. THe entire news release can be read here.

When asked about the system Mr. Kalkin responded with the following information:

Roosevelt Island presently has a number of parking issues. Parking in Motorgate is too expensive for short term parking, parking on Main Street is supposed to be for dropping off and picking up items and therefore it is limited to a maximum of forty five minutes. Some areas of the Island like Southtown are limited to two hours. However, if you walk the street you will see many cars parked there for more than twice that period or all day. Some of them have placards that are suspect, and many just feed the meter indefinitely.

As a result, if a person wants to drop off items at their place or just wants to have a friend in for a cup of coffee, parking becomes impossible. In addition, that person has to either drive around the island to look for a space which leads to additional pollution and traffic congestion, or drives all the way down to Motorgate and pays a hefty fee to park for that short period. All of these factors are a strain on Main Street and our
residents and visitors.


We want to encourage parking for it intended purpose, want to make sure that parking period of time is reasonable, and we want to relay that information to the resident or visitor. We also want to utilize more spaces by the hospital on the weekends and evenings (when they are usually empty) and in front of Southtown, but want these to be used efficiently. The information that parking is available ahead can be shown with signage on the street, on the internet, and on mobile devices. We can lower the price of short term parking at Motorgate to encourage the use of the facility for that purpose. Public Safety officers can flag vehicles electronically that use illegal placards and most importantly a vehicle in violation will be shown on their
mobile devices so they can spend their time more efficiently serving the
community or directing traffic on the street.


The sensors themselves will be embedded below ground so you won't see them. This is a trial that will eventually be integrated with our parking meters as well. This test phase is the start of several transportation and operations projects that we will be examining over the year like electric car charging stations powered by solar and east river tidal energy , bike sharing, LED energy efficient lighting, tap cards and mobile payments for the red bus and parking, arrival time clocks and information signs at the bus shelters and Tram stations, a SeeClickFix Island 311 system, a Solar
Hybrid Ferry, Island Park WIFI Internet, and a new Director of Transportation to make it all come together.


As the new Chair of the Operations Committee, I am excited to work with our dedicated team at RIOC and our tireless board members who help make this all possible. Roosevelt Island will lead the city and now the country with innovative solutions to our daily problems, making this place an even better place to live and work.

Both New Tram Cabins Waiting


As seen this morning and newly washed by last night's rain storm both new Roosevelt Island Tram cabins sit across from Southtown's plaza waiting for their November service debut.

It was reported yesterday by the Roosevelt Islander that the October return to service date has now been delayed until November, three months after the original date POMA and RIOC promised.

Does Anyone Off Roosevelt Island Care Who Runs RIOC?



I must admit that when I see stories about Roosevelt Island in the mainstream media I always wonder why do they care? When I see the stories I experience a mix at pride for where I live and also a mix of amusement as I know most of the City sees Roosevelt Island as an oddity of state and local government and as that place which used to be known as Welfare Island (where they really have no clue what that meant) as well as that place that has the aerial cable car.

So back to my post title, does anyone off island really care who is President of the Roosevelt Island Operating Corporation? (It's a rhetorical question, but if you have answer please feel free to answer.) See today's NY Times for their City Room article.

On a serious note, congratulations to Ms. Torres on her new position! I am the island's now minor blogger who occasionally delves into politics but now mostly is here to occasionally note something more of interest to me about this island that 12,000 of us call home. Please be one of the good ones that runs this place. There have not been many.

Free Concerts ! Free Movies ! Oh My !

Big weekend for free events on Roosevelt Island. Roosevelt Live's free concert series continues on Riverwalk Commons at 4pm followed by the RIOC sponsored free movies at Southpoint Park on both Saturday and Sunday nights at 8pm. Very very cool.

Do We Need FedEx and/or UPS Drop Off Boxes?


Fellow twitterer "getezra" tweeted this morning about his desire that FedEx and UPS install "drop off" boxes somewhere here on Roosevelt Island. Per their websites we each confirmed there are no such boxes hiding anywhere within Zip Code 10044 that we did not know about.

I spoke with FedEx this morning and the rep I spoke to indicated there are several factors that go into a decision to install a new "drop off" box which include (a) will the box bring in business? (b) is there enough volume in the zip code? (c) factors affecting the pick up time ? (driver routes etc) and among several others (d) would / does the requesting party have control ove the site wher the box would be installed and would they act as "owner" of the box in essence?

I indicated to the rep that several buildings on island have door stations that can receive packages and hold packages for pick up so those buildings are somewhat covered but that there several buildings whose residents do not have such an amenity that would benefit from a local drop off box.

What are your thoughts? Would you use a drop off box if one was installed? I am guessing RIOC would need to be the requesting party.

For safety reasons the box coud be installed say outside the reconstructed PSD offices or outside Trellis as that site is in direct view of PSD. I believe there are USPS boxes around the island which are just as safe so perhaps that is not an issue.

Again would you use such a box?

What's Behind East Side Officials Asking for Green Manhattan Tram Station Roof?



In a joint letter signed by virtually every East Side elected official the request was made to the Roosevelt Island Operating Corporation to incorporate into the design of the new Manhattan Tram station a green roof.

Why is this request coming now? Yes, RIOC is still in the design phase but it is interesting that the chorus has just started when the process discussing the new Tram and its stations has been going on for well over a year to two. If the overhaul had kept to its original schedule this question would be way late and impossible to even consider. My fellow blogger the Roosevelt Islander infers that it is because East Siders perhaps don't like the current design in some form.

For me I am all for "greening" our neighborhoods and construction practices but I say to these elected officials if you are going to push this at this time RIOC has a right to ask for the additional cash to make it happen. Let's see who is first to float a bill to increase the funding for the Tram overhaul for a green roof over another project they are currently backing.


I am in a cranky mood today so I apologize to each of the elected officials as the goal is admirable but I question why this project and why now and not earlier.

Kellner Helps Assure Stability of New Bank


State Assembly Member Micah Kellner according to his website has confirmed that the planned entry of Amalgamated Bank will lead to a long turn relationship on Main Street by pushing for Roosevelt Island to be designated a Banking Development District which means $10 million of state money will anchor the new bank here

According to a news release issued by Amalgamated, the current NYNB will stay open until July 17th. The new branch expects to open on July 20th and will be taking applications at the current NYNB branch with an Amalgamated representative for new accounts prior to that date.

Amalgamated certainly has a history with Roosevelt Island sponsoring or co-sponsoring past events on the island including the annual Halloween Gala for the kids at PS 217, the annual tree lighting at Blackwell House and its involvement at the recent Health Fairs. And you can't notice the basketball backboards at the courts adjacent to Capobianco Field.

Latest Renderings of Manhattan Tram Station



The above two renderings for the new Manhattan Roosevelt Island Tram Station were just released moments ago. Pretty cool in color. Double click to enlarge.

Notice that except for the glass walls and the roof the station retains much of its curent design. I had thought at one point I had heard RIOC President Steve Shane they might change the position of the exiting stairs which here do not change.

Also the retractable roof look of an earlier design has vanished. The glass partitions on the balcony is a smart addition to prevent riders from dropping belongings into the tram wells or being fearful that their kids night fall through the gate. I believe this design feature was also slated for future Second Avenue Subway stations at least the concept.

Local Architect Determines that Kahn Design for FDR Park Included Two Sculptures


Roosevelt Island resident Marc Diamond, an architect himself, in a letter to the RIOC Board of Directors points out that the original Louis Kahn design for the FDR Four Freedoms Park was to include a second sculpture which in the FERI design has been omitted.

Mr. Diamond in his letter passionately points out the design of the sculpture was not the focus for Kahn but that he did include two. He reasons that RIOC has as much vested in the design of the park [presumably as the prospective party charged with the care and upkeep of the park] as does FERI and if FERI chose to ignore an original facet of the Kahn design then RIOC has the ability to request that it be reinstated with the shape of the [2nd] sculpture to be determined.

Mr. Diamond points to a April 25, 1974 NY Times article where it clearly states that the original design left by Kahn included a second sculpture evidenced further by the graphics presented in the article and represented with this blog post.

Interesting stuff.

PSD Arrests Little Leaguer's Father In Front of Kids; "Enough Blame to Go All Around"


It what has to be one of the most unfortunate incidents I can remember in the few years I have lived on Roosevelt Island a local parent was arrested by a PSD officer, at a Little League game at Capobianco Field, in front of not only his son but all the kids who were hoping to complete their game. The worst part about it is that from all accounts it never had to come to that.

I will not try to summarize all the facts but direct you to a Main Street WIRE article that is still under preparation for the next issue regarding the incident.

Michael Shinozaki, local resident, former and expected future member of the RIOC Board, who witnessed the events as they unfolded had the following to say (as quoted in the aforementioned WIRE article):

"There is so much blame to go around that it isn't funny," Shinozaki said. "They should have called the game [when time ran out]. RIOC didn't have the field prepared. The parents should not have been rabble- rousing. Public Safety escalated the situation. The only one with no blame in all this are the kids, and they are the ones who were ultimately hurt. They'll end up with a negative view of Public Safety, of government, and an upset memory about their summer baseball fun. They are the only ones who were really hurt."

All I can say is that Saturday was a sad day for all parties involved.

Sign My Petition: Modify the FDR Four Freedoms Memorial Park Design To Recognize FDR's Legacy as a Disabled American

I have created an online petition on line which states the following text regarding the ongoing call to modify or add to the Louis Kahn design of the FDR Four Freedoms Memorial Park, planned for Roosevelt Island, to recognize FDR's legacy as a disabled American:

To: FERI, RIOC, All Federal, State and Local Govt Officials

We, the undersigned, believe that the FDR Four Freedoms Memorial Park, as currently designed by Louis Kahn, and planned for Southpoint Park on Roosevelt Island within New York City should be modified to include a depiction of FDR in some form recognizing his disability.

(1) By recognizing FDR's disability it would further strengthen FDR as a role model to all those with disabilities and again prove that being being differently abled is not a bar and individuals can transcend any impediment placed before them.

(2) By recognizing FDR's disability it would further tie the Memorial to the unique history of Roosevelt Island (formerly known as Blackwell's Island and later Welfare Island) as a home to hospitals and instititions dedicated to the health and well being of individuals who are differently abled.

(3) By recognizing FDR's disability it would additional tie the Memorial to Roosevelt Island recognizing that as a planned community reborn a core component of its rebirth was to enable its disabled citizens to live and function at a level not reached in other communities.

For these reasons and others, we, the undersigned, call upon the Franklin and Eleanor Roosevelt Institute and the Roosevelt Island Operating Corporation, and each of the elected officials representing Roosevelt Island to modify the park's current design to include a depiction in some form of FDR as a disabled American as that fact is as much a part of his legacy as is the Four Freedoms that he brought to this nation.

Signage Better at Subway Racks Regarding Overnight Bike Ban


It appears that the ongoing overnight bicycle ban at the Subway racks is working allowing a greater number of spots to be available to commuters biking to the Roosevelt Island subway station. The signage also has increased warning bike owners to not leave their bikes out overnight.

If as earlier reported it is true that part of this began due to complaints of the Riverwalk management I wonder if parking in their bike rooms (fee based) has increased or has this simply lead to a greater number of local Riverwalk bikes being paraded through their lobbies and elevators tracking dirt and grime along the way.

I certainly have not seen an increase in bikes locked to street signs and other immovable objects which RIOC also wanted to stop but then again I don’t ever recall that being too much of a problem.

Tram Closure Delayed Until Fall 2009


The Roosevelt Islander has the "Breaking News" (he always wanted to say that) that the Roosevelt Island Tram modernization program is behind schedule and the scheduled July 6th closure date is being pushed back until September 2009. It Has Begun...17 Bikes Removed Overnight



It has begun. The Roosevelt Island Public Safety Department has begun enforcement of the overnight ban on bikes being parked at the subway and tram bike racks. So if you are looking for your bike (17 of you should be accordin g to the below e-mails) and you missed the whole tagging process get yourself over to the PSD office at 504 Main Street to reclaim your bike within the next day or so.

No word yet on increased signage although I keep asking.

So far, over the last 2 nights, 17 bikes have been taken to Public Safety. One of the bikes was retrieved by the owner, without incident. There were 3 bikes that were tagged and not removed as of yet. Those had special bike locks on them and require a special tool to remove. They will be removed tonight - if they are still there.

We are noticing that many residents have removed their bikes on their own and there is now plenty of room for those that wish to use the bike racks.

Dear Keith -

May I ask how many bicycles were impounded due to last night enforcement of the overnight ban? I also noticed that while most bikes which were tagged previously were removed at least or two remained which had tags previously. May I ask what caused these bikes to be spared?

Do the enacted procedures now include a day count based on the tag date before a bike is removed? I had thought this was to be.strict interpretation of no overnight parking between 2am and 5am.

Still There....?

As of 8:10 am the tagged bikes were still chained to the bike racks outside the Roosevelt Island subway station.

No word as to what has delayed the expected enforcement.

Perhaps the thoughts were to wait a day for possible Memorial Day vacationers to return home? Stay tuned....

Subway/Tram Bike Racks - Enforcement Starts Tonight



This is it folks. Starting tonight at 2:00 am bikes left overnight at the two racks by the Roosevelt Island subway station and the one rack by the subway will be cleared of any bikes not retrieved prior to that time. All bikes to be cleared have been tagged giving them notice, theoretically, of their impending removal and very short storage before being given to charity.

Does the enforcement of the bike ban on the subway bike racks start tonight Tuesday the 26th at 2am or Wednesday the 27th at 2am ? Last week Mr. Shane stated next week but with the holiday I was unsure of the exact date and the tags don't give a date other than May 18th.
