It has been a while since I have found a reasonable, much less, a good Roosevelt Island mystery photo to post so we got lucky finding this little gem (presented here in a cropped version of the original). Most residents are familiar with the 4 "moorings" that face Manhattan by the Octagon Soccer Fields but where was this photo taken?

right by the 59th st bridge, behind the steam plant. there is a small barge dock there, behind a usually locked fence.

Here's a mystery I've been wondering about. Many nights at approx. 10pm I see a parade of up to 17 police cars with their lights on going north on the FDR.

depending on the makeup of the caravan, i've been told the mayor going to gracie mansion, diplomats going to gracie mansion, and the random high-profile prisoner going somewhere... the criminally-insane hospital on randall's or sumpin.

by the way brian, the best thing about living in the octagon was the numerous late-night car wrecks just where the steam plant is. nothing like the screech and crunch from the fdr to complete a summer night.
I read somewhere (I believe it was a question in the FAQ about NYC in the City section of the Sunday issue of the New York Times) that those caravans are drills by the NYPD. You see them at least once a week going from point A to point B in one line running all red lights. The routes they take changes all the time.
